SEBASTIAN - Indian River County has reached an agreement with a nonprofit called Indian River Sports Complex, Inc. concerning use of the Roseland Ball Field at Helen Hanson Park in Sebastian.

The license agreement approved unanimously by county commissioners on April 19 will allow Indian River Sports Complex to use the lighted baseball field and restrooms in exchange for making improvements to the baseball field. The improvements that IRSC will make during the initial term of this license will be installing a baseball field irrigation system, installing natural sports turf, and other playability improvements to the entire field.

According to a staff memo from Interim Parks and Recreation Director Beth Powell, in addition to these improvements, IRSC will be responsible for the electric costs, and will also maintain the entirety of Helen Hanson Park by providing grounds maintenance and custodial services. In exchange for providing the programming and oversight, assuming the maintenance responsibilities, making the improvements, and paying the electrical costs for the park, IRSC will not be charged a fee.

The term of the agreement is three years, with an option to renew for two additional three-year periods.

Indian River Sports Complex intends to provide youth baseball clinics, leagues, and enrichment programs. For any youth sports programming, IRSC will ensure that all staff, coaches, and volunteers receive a level 1 background check annually.

The playground, basketball court, and open space of Helen Hanson Park will remain open to the public, and use of the baseball field will be coordinated through IRSC with no fee during daylight hours. When lights are required, IRSC may charge a $20 fee per hour, which Ms. Powell said is consistent with the county’s current fee for other county-operated ball fields.

The Roseland Ball Field sits on 1.93 acres and features a lighted baseball field with concession, press box, and restrooms. Adjacent to the ball field is a children's playground and a half basketball court.

Helen Hanson Park is located at 8020 129th Court, Sebastian.
