INDIAN RIVER COUNTY - Sebastian and Vero Beach city residents will go to the polls Nov. 5 to choose new city council members.

Of the county’s 117,358 active registered voters, 32,209 are within the precincts that can vote in this election.

“The City of Sebastian currently has six qualified candidates to fill three seats on the Sebastian City Council, and the City of Vero Beach has eight candidates qualified for two seats on the Vero Beach City Council,” said Supervisor of Elections Leslie Swan.

In Sebastian, residents can vote for up to three candidates. Damien H. Gilliams, Albert Iovino, Linda Kinchen, Charles M. Mauti, Bob McPartlan, and Pamela Rapp Parris have qualified.

In Vero Beach, vote for up to two candidates. Rey Neville, John E. Cotugno, Bob McCabe, Jeff Nall, Joseph H. “Joe” Graves, Estelle Panagakos, Nick Thomas, and Brian Heady have qualified.

Oct. 26 was the deadline to request a mail ballot. If you didn’t request a mail ballot by Oct. 26, polls will be open on Election Day from 7 a.m.-7 p.m.

In Vero Beach, there has been one permanent polling location change. Voters who previously voted at Trinity Episcopal Church, Precincts 19 and 20, and Our Savior Lutheran Church, Precincts 25 and 26, will now vote at Christ Church Vero Beach, 667 20th St. Vero Beach.

Voters will be asked to show photo and signature identification when you go to vote. If the picture identification does not contain a signature, you will be asked to provide an additional identification with your signature. If you do not have the proper identification, you will be permitted to vote a provisional ballot.

Acceptable forms of photo identification include: Florida driver's license, Florida ID card issued by the DMV, United States passport; military ID, student ID, retirement center ID, neighborhood association ID, public assistance ID, veteran health ID card issued by the U.S. Department of Veterans Affairs, license to carry a concealed weapon or firearm issued pursuant to s. 790.06, employee ID card issued by any branch, department, agency, or entity of the federal government, the state, a county, or a municipality.

All voted mail ballots must be received at the elections office by 7 p.m. on Election Day to be counted. To track the status of your mail ballot, visit and click the “Track Your Vote-By-Mail Ballot” icon.
